I don't know about Canada. The UK is by no means perfect in this respect but way better than the things you've described. It's the infestation of insurance companies that has totally effed up your system - in my opinion anyway - priorities are too often not clinical but financial.

And as to the jumped up inspector guy, I can only commend you if you manage to resist shoving his head down the repaired plumbing and flushing!
