I think this is only a problem with sit-on toilets, and not with hole-in-the-floor types that more or less force you to squat in the right position.

Incidentally, the practice of spying on women in public toilets is more widespread than you'd think - I met someone who'd researched it and found the most ingenious of ways that people would find to spy on women, as well as the practice being relatively widespread. After doing her research, she was very spy or spycam aware and uncovered several clandestine watchers. After hearing her experience I decided that I just wouldn't think about it.
