Oh my! That "just come and discuss it" trick. I've dealt with so many of those over the years - not a health context but employment. After the fact, an agreement to discuss becomes agreement to all sorts of things, an informal meeting becomes a formal hearing. It's an appalling tactic. However, I've come back to this, after reading Ch 19, so I know that it might not be quite so sinister, but even so...!!!
