That's a good analogy. For the last decade of my university career one of my (favourite) tasks was bringing so-called fragile learners up to scratch so they could step into degree courses. That was in the region of 300 students every year all needing to understand (amongst a lot of other things) how matching software worked, what plagiarism was and why it was bad. Students can be expelled, people can lose jobs over plagiarism. It just isn't something where you throw casual accusations around. Some positions (editors of publications for instance) require you to know this stuff.
