The answer can vary from country to country, depending both on where you are and where your work is published. Certainly, self-published books should count as long as they have ISBNs (and possibly if they don’t). Blogs are a grey area at the moment. The ALCS is currently actively collecting information on blogs with a view to seeing where and how they should fall into the licensing framework — there is no doubt that copyright material from blogs does get copied. I don’t know the position of other collecting societies on blogs. Your best bet is to follow the links in the article and find your own local collecting society — or union (writers’ societies, guilds etc usually have detailed info even if they aren’t directly involved in collecting money) and explore their websites or contact them for detail.
